For a side project that is just a personal resume site, Hostinger works great. It is super cheap and the customer care team is knowledgeable. I called them at 2am and got help right away. That said, this is not fully offshore like speedhost247 so dont expect full privacy. Also, becareful hosting copyright content because they are strict about that. Their terms also say they refuse hosting investment websites, which seems arbitrary. For simple content, I am happy.
